Expressions of Interest: Pubnico Library

1. Introduction

The Municipality of the District of Argyle is seeking Expressions of Interest (EOI) from interested parties who are able to provide suitable space to house the Pubnico Library. The Library is currently located in a former church in Pubnico Head and must find an alternative location. The Municipality wishes to explore opportunities for relocating the library to an existing building within the Pubnico community that meets the needs of residents and ensures a welcoming, accessible, and sustainable facility.

2. Scope of Requirements

The proposed facility should:

  • Be an existing building available for lease/rent to the Municipality.
  • Include all utilities (heat, electricity, water, internet connectivity).
  • Provide site maintenance, including but not limited to:
    • Snow removal and sanding,
    • Lawn care and landscaping,
    • General building upkeep and repairs.
  • Meet applicable building code, accessibility, and safety standards.

Additional consideration may be given to locations that:

  • Are centrally located and accessible to the community,
  • Offer adequate parking for patrons and staff,
  • Have flexible interior space suitable for library programming, collections, and technology use.

3. Submission Requirements

Interested parties are invited to submit an Expression of Interest Form that includes the following:

  1. Property Details – Location, size (square footage), layout, accessibility features, and amenities.
  2. Lease Terms – Proposed rental rate and lease conditions.
  3. Maintenance & Services – Details of services included (utilities, snow removal, landscaping, general maintenance, etc.).
  4. Availability – Expected availability date of the property.
  5. Other Information – Any additional benefits or unique features of the proposed space.

4. Evaluation Process

This EOI is an invitation for information only and does not commit the Municipality to any particular course of action. Submissions will be reviewed based on:

  • Suitability of the location,
  • Compliance with building and accessibility requirements,
  • Value and inclusiveness of services provided,
  • Overall cost and lease terms.

The Municipality reserves the right to accept or reject any or all submissions and may choose to issue a formal Request for Proposals (RFP) following this process.
